PhillyBite10PHILADELPHIA — While the snow has stopped falling, the danger is far from over. As of 6 a.m. Tuesday, Philadelphia officials have officially lifted the Snow Emergency, allowing vehicles to return to snow emergency routes. However, the city remains under an Enhanced Code Blue declaration as temperatures plummet into single digits, creating life-threatening conditions for the city's most vulnerable residents.


Here is everything you need to know about the current "Deep Freeze" phase of this winter storm and how it affects your Tuesday.

The "Enhanced" Code Blue: What It Means

Unlike a standard Code Blue, an Enhanced Code Blue is declared when extreme cold is expected to last for three or more consecutive days or during a snow emergency.



With wind chills expected to dip below zero tonight, the Office of Homeless Services (OHS) has activated emergency protocols until further notice.

  • Warming Centers: City libraries, recreation centers, and designated nonprofit sites are open to the public for those needing a safe place to stay warm.
  • 24-Hour Outreach: Homeless outreach teams are patrolling with increased urgency.
  • Shelter Capacity: The city is rapidly expanding capacity, with Mayor Parker’s administration announcing the opening of additional beds to meet the goal of 1,000 extra spaces this winter.

IMPORTANT: If you see someone sleeping on the street who appears to be in distress, do not ignore it. Call the Homeless Outreach Hotline at 215-232-1984. You do not need to be an expert; the outreach team will handle the situation.



School & City Services Update (Jan. 27)

The "Deep Freeze" has forced a shift in city operations for Tuesday:

  • Schools: The School District of Philadelphia has shifted to virtual learning for all students today, Tuesday, Jan. 27. All after-school activities are canceled.
  • Trash Collection: Do not put your trash out yet. Collections were suspended Monday, meaning the entire city is on a one-day delay for the remainder of the week.
  • Parking: While the Snow Emergency is lifted, residents are urged to park carefully. Plowing operations are continuing on secondary streets, which remain icy and narrow.

The Forecast: It’s Only Getting Colder

The National Weather Service warns that any slush or standing water from Sunday’s storm has likely flash-frozen.

  • Tonight’s Low: 8°F (Wind chill near 0°F)

Residents are advised to keep a drip on faucets to prevent freezing pipes and to check on elderly neighbors who may struggle with heating costs during this extended cold snap.
