Baker, a native of Youngstown, Ohio, relocated to Philadelphia in 1991 and has devoted endless hours dining and drinking her way through the region's award-winning restaurants, mom-and-pop BYOBs, distilleries, jazz joints, as well as under-the-radar bars.
